What Internet Tycoons Mention On the Two Sessions

So far in the deputies of the two sessions (the National People’s Congress and the Chinese People’s Political Consultative Conference), the Internet Tycoons have already expressed their opinions except Chen Tianqiao, Ding Lei and Liu Qiangdong. Now let’s see what Robin Li, Ma Huateng, Zhang Jindong, Lei Jun and Yang Yuanqing say on the two sessions.

Robin Li (CEO of Baidu)

<Proposal 1> Private Enterprises Enter Aerospace Industry

In recent years we have witnessed China’s booming aerospace industry, but it still falls behind the world’s advanced level like the US, Russia and Europe. Thus Robin Li proposes that on one side, the national competent departments should simplify the approval process of researching, producing and launching rockets and satellites through policy revisions, while on the other side they should encourage private enterprises to start the service of researching, producing and launching rockets and satellites, encourage the co-operation between state-owned enterprises and private enterprise, open the technology and talents to private enterprises, promote the application of aerospace industry in other fields, in order to solve the problem of complex and lengthy approval process, close market and lack of competition.

<Proposal 2> Free Educational Resources

Robin Li’s proposal suggests that the education commissions should make regulations to let schools share the lesson plans, teaching courseware and test papers on the Internet, and should improve the campus Internet infrastructure and provide training and service support of making digital educational resources through special funds and fiscal subsidies. Meanwhile, there should be more promotion and training to help the parents and students in remote regions learn how to use Internet to obtain the free quality educational resources, which can avoid the waste of public educational resources and make education more equal.

Ma Huateng (CEO of Tencent)

<Proposal 3> Protect Elephants

It is said that the largest shareholder of Tencent is Jacobus Petrus Koos Bekker, the CEO of Naspers, a multinational mass media company in South Africa, where the protection of wild elephants has drawn public attention recently. China, which becomes the biggest illegal ivory market in the world, should put a ban on illegal ivory trade.

<Proposal 4> Combat Cybercrime

This proposal on one side aims to standardize the network environment for the growing Tencent empire, and on the other side, is to restrict 360 secretly.

<Proposal 5> Food Safety

Ma Huateng suggests that the supervision on food safety can be furthered by Internet technology, and mobile Internet and big data may contribute a lot to food safety.

Zhang Jindong (President of Suning Appliance)

<Proposal 6> Digital Invoices

“To legitimize digital invoices in reimbursement and examination, and to develop a nationwide united standard as early as possible,” Zhang proposes.

The year of 2013 becomes China’s first year of digital invoices due to the effort of B2C E-business like JD.com, Suning and Yihaodian. Since digital invoices were put into use on September 26th, Suning has issued 1.7 million digital invoices in two months. B2C E-business mainly benefits from saving the printing cost of paper invoices, but the real point of digital invoices is to reinforce taxation on E-business, aiming at Taobao.

<Proposal 7> Maternal and Infant Food Safety

In the field of maternal and infant food, the B2C E-business is relatively normalized but in Taobao the good and the bad are mixed together, and fakes in Taobao will ruin the reputation of maternal and infant food online shopping. Only by enhancing the safety regulation can the market be normalized, and can the maternal and infant food E-business develop successfully.

<Proposal 8> Personal Information Security

The leakage and stealing of accounts of E-business such as JD.com, Yihaodian, Suning and Taobao continue to turn up in these two years. The security problem of accounts is of great significance because it directly means the leakage of the most valuable information (addresses, phone numbers) and the financial loss of users (account balance, gift cards).

Lei Jun (Chairman of Xiaomi Tech)

<Proposal 9> Bring Internet and Big Data into National Strategy

Lei Jun proposes that Internet should be included in the national strategy and used to promote the transformation and upgrading of traditional industries. The development plan of big data should be made by the country from the perspective of talent cultivation, law improvement, infrastructure construction and pilot industries.

Yang Yuanqing (CEO of Lenovo)

<Proposal 10> Protect Personal Information on Mobile Phones

Yang Yuanqing focuses on the protection of personal information on mobile phones this time. “In fact there are many unnecessary authorizations in our mobile phones, and some applications are even stealing users’ personal information including contacts and related accounts. Thus we hope that the legislation and supervision can be improved by the government in the future.”
